Dionne Lowndes is Chief Digital & Technology Officer at the London Borough of Southwark, where she leads the organisation’s technology strategy, digital transformation and modernisation agenda. 

With more than 20 years’ experience spanning both the public and private sectors, she has built a reputation for delivering complex technology change that improves services, strengthens organisational resilience and enables long-term innovation.

Throughout her career, Dionne has successfully led large-scale cloud transformation, digital workplace modernisation, data and AI initiatives, cybersecurity improvements and the development of high-performing technology teams. She is passionate about creating technology functions that are not only operationally excellent but also trusted strategic partners to the organisations they serve.

Prior to Southwark, Dionne held executive leadership roles including Chief Digital Experience Officer at Adapt2Digital and Director of the Staffordshire Public Sector Partnership, where she led the creation of a shared digital platform serving more than 870,000 residents across eight local authorities and policing partners. She has also collaborated with Innovate UK and Future Cities Catapult on pioneering Smart City, innovation and data programmes that reimagined the delivery of public services.

Alongside her executive leadership, Dionne is a recognised advocate for inclusive technology leadership and the future digital workforce. Through initiatives including Digital Together (DiTO), Women in Tech and mentoring programmes, she has championed digital skills, diversity and leadership development, helping to inspire and support the next generation of technology professionals.

Dionne holds a Master’s degree in HR and Organisational Design and an Advanced Certificate in Executive Coaching and is an experienced executive coach and mentor. She believes that great technology leadership is about empowering people, building inclusive cultures and using technology to create lasting positive impact for organisations, communities and society.
